By the time you count scouts for local governances, cities, and all the way down to individual high schools... well, you can see how there's no shortage…

Now the smart thing to do would be to give the zombies a ship to take out her cutout man, while using the alert to cover her attempt to wipe out everyone in the Arena. As we have seen, however, she is not a smart person. We will just have to see how things play out in the coming weeks.
@Starcat: Not sure zombies are entirely that…forward thinking – chase you across a state, sure. Do complex astrogation to maybe eventually find your target? not so sure.
